Ocoee, FL real estate: buy or sell with a local AXEN agent
The City of Ocoee does three things itself that its neighbours farm out: it runs its own water, sewer and reclaimed water system, its own building department and its own lien search. It joined FEMA's Community Rating System in October 2024 at class 9, so buyers in city limits get 5% off flood insurance, far less than the 25% unincorporated Orange County gets.

The rules that apply everywhere in Florida are on the Florida page. These are the Ocoee details that trip people up.

No community development district in Ocoee, just HOA dues. Orange County's district layer lists districts county-wide and none of them sit in Ocoee, while Winter Garden has several. So Ocoee's newer neighbourhoods carry HOA dues rather than a district bond assessment on the tax bill. Read the HOA budget, but you are not inheriting 30 years of district debt.

The flood discount is smaller inside Ocoee than outside it. FEMA lists Ocoee in the Community Rating System at class 9, a 5% discount, effective October 2024. Unincorporated Orange County is class 5 at 25%. An elevation certificate may lower your rate further.
-
City water, sewer and reclaimed, with its own rate card. Ocoee Utilities bills water, sewer and reclaimed water with separate base facility charges for each. Reclaimed water for irrigation is a real monthly saving, so ask whether the home is connected.
-
The city runs its own building department. Ocoee reviews plans, issues its own permits and does its own field inspections. An open or expired permit is a city matter, not a county one, so pull the history from the right office.
-
City millage runs above the unincorporated county rate. On the most recent final rates, Ocoee's combined total came in above both unincorporated Orange County and Winter Garden. Compare the actual parcels rather than assuming all of west Orange prices the same.
Flood insurance discounts come from FEMA's Community Rating System list, effective April 1, 2026. FEMA reissues it every April 1 and October 1, and a class can change on those dates.
Selling a home in Ocoee
Order the Ocoee lien search early, and mind the expiry.
Ocoee sells its municipal lien search through a vendor, and it covers past due utility bills, code violations and open building permits. Time it to your closing date so it does not expire, because an open permit needs weeks, not days.
That search does not catch contractor liens.
The city says vendors and contractors may file separate liens and those searches have to go through the county comptroller's official records. A clean city lien search is not a clean title.
Close out open permits with Ocoee's own building department.
An open or expired permit is yours to clear before closing, not the buyer's.
Ocoee real estate questions
Does Ocoee have CDD fees like Winter Garden?
No. Orange County's district map lists districts county-wide and none sit in Ocoee, while several sit in Winter Garden. Your Ocoee tax bill should show no district assessment. You will still owe HOA dues in most neighbourhoods.
What flood discount do I get in Ocoee?
FEMA lists Ocoee at Community Rating System class 9, a 5% discount, effective October 2024. That is smaller than unincorporated Orange County's class 5 and 25%. An elevation certificate from a licensed surveyor may lower your rate further.
Can I run a short-term rental in the Ocoee area?
Be careful. In unincorporated Orange County a transient rental of 30 days or less is allowed only in certain multifamily zoning, and the county has said most existing rentals are not in compliance. Ocoee sets its own rules inside city limits. Verify with the city before you buy.
Who issues my building permit in Ocoee?
The city does. Ocoee runs its own building division for plan review, permits and inspections, which is unusual for a city this size. That also means your permit history lives with the city, not the county.
What is reclaimed water and do I want it?
It is treated water piped separately for irrigation, billed at its own lower rate. Ocoee runs a reclaimed system alongside water and sewer. If the home is connected it lowers the monthly bill, so ask before you assume.
