Phoenix, AZ real estate: buy or sell with a local AXEN agent

Phoenix is not one market. It is 15 official urban villages, and each has its own planning committee that hears rezoning cases before the city does. Your tax rate changes block to block because 13 separate elementary districts feed one high school district. And an older lot may come with flood irrigation that does not transfer to you automatically.

Buying a home in Phoenix: what to know

The rules that apply everywhere in Arizona are on the Arizona page. These are the Phoenix details that trip people up.

  1. Your village committee sees the rezoning first. Phoenix has 15 urban villages, and each has a Village Planning Committee that hears rezoning and general plan cases and makes a recommendation before the Planning Commission. If you care what gets built next door, that is the meeting to watch.
  2. A historic overlay is design review, not a plaque. Phoenix has 36 residential historic districts with historic preservation overlay zoning, including Willo, Encanto-Palmcroft, F.Q. Story, Coronado and Garfield. Exterior changes need a Certificate of No Effect or a Certificate of Appropriateness, and demolition needs approval.
  3. Flood irrigation stops at the gate. SRP delivers to the gate. The ditches and pipes past it are owned and maintained by you and your neighbors. Some blocks tax themselves for upkeep through a county Irrigation Water Delivery District formed by owner petition. Ask which applies before you assume the water just shows up.
  4. Hillside lots get reviewed at 10% slope. The Phoenix Hillside Ordinance kicks in at 10% slope. Staff reviews height over natural grade, lot coverage and how much ground you may disturb. A hillside lot can need waivers and approved grading plans before any building permit.
  5. Two homes a mile apart can pay very different rates. Maricopa County assigns each parcel a six-digit Tax Area Code, and the first two digits are the school district. Phoenix has 13 separate elementary districts feeding Phoenix Union High School District, so the school share of your bill changes with the block.

Selling a home in Phoenix

Your permit number goes in the ad.

Phoenix requires a short-term rental permit. You have to mail notice to neighbors and registered associations within 600 feet, and display the permit number on every listing.

Irrigation does not ride along with the deed.

The buyer has to open their own SRP irrigation account. Put the delivery schedule and the neighborhood ditch arrangement in writing so nobody misses a turn after closing.

Old buildings have a 30-day demolition hold.

Eligible historic or commercial buildings 50 years or older face a 30-day hold so the city can look at alternatives. That can change a teardown buyer's timeline.

Where does Phoenix water come from?

Phoenix Water Services serves more than 1.7 million people across about 540 square miles. Most of it is surface water from the Salt, Verde and Colorado Rivers, with a small share from wells. The city publishes a water quality report each May.

Is the Paradise Valley village the same as the Town of Paradise Valley?

No, and buyers mix these up constantly. Phoenix has an urban village named Paradise Valley. The Town of Paradise Valley is a separate city with its own government and its own tax bill. Check the actual jurisdiction on the parcel.

How do I check airport noise?

Phoenix zoning includes an Airport Noise Impact Zone Overlay and a separate Deer Valley Airport Overlay, each with mapped boundaries. Sky Harbor publishes its official noise exposure maps, plus a flight tracker and a noise hotline.

What is a Village Planning Committee?

It is the neighborhood-level body that reviews rezoning and general plan cases in your urban village and makes a recommendation before the case reaches the Planning Commission. If you want a say in what gets built near you, that is where it starts.
